02/20/2018 MINUTES 3 <br />firm for the development and was approved both during design and <br />construction by the City of Ellensburg. This included the placement <br />of the traffic control signage (stop signs) and the setting of the <br />speed limit to conform the existing development at 25 MPH. He stated <br />that Public Works is recommending formally adopting these regulator <br />signs and speeds into County Code. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />ORDINANCE 2018-004 AMEND CO. CODE 10.08 & .12.010 PUBLIC WORKS <br /> <br />COMMISSIONER O’BRIEN moved to Approve Ordinance No. 2018-004, <br />Establishment of a 25 Mile per hour speed zone and the placement of <br />speed limit signs and stop signs on Sunnyview Lane and Middlecrest <br />Drive and Amending Section 10.08.010 and 10.12.010 of the Kittitas <br />County Code. COMMISSIONER JEWELL seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING PERRY ROAD RIGHT OF WAY PUBLIC WORKS <br /> <br />At approximately 2:58 p.m. Chairman Osiadacz opened a continued <br />Public Hearing from February 6, 2018, to consider the vacation of a <br />portion of Perry Road Right of Way, noting the record is open. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR explained that the Board direction <br />and reasoning for the February 6, 2018 Public Hearing being <br />continued was to allow Staff to establish utility easements, access <br />easements and easement from the south side of the canal to the north <br />side of the canal. He stated that they have completed that work and <br />are recommending the Board sign the Resolution before them. <br /> <br />STEVE BRANCH, ZIRKLE FRUIT CO. thanked the County and Public Works <br />for a great experience throughout the process as it’s been easy and <br />everyone has been pleasant. THERE BEING NO OTHERS REQUESTING TO <br />TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />RESOLUTION 2018-026 VACATION PORTION OF PERRY RD PUBLIC WORKS <br /> <br />COMMISSIONER O’BRIEN moved to Approve Resolution No. 2018-026, <br />Authorizing the Vacation of a portion of Perry Road. COMMISSIONER <br />JEWELL seconded. The Board expressed their appreciation for the <br />additional efforts made by Public Works to clean up the questions <br />they previously had. Motion carried 3-0. <br /> <br />APPEAL HEARING THUNDER RIDGE PLAT CDS <br /> <br />At approximately 3:04 p.m. Chairman Osiadacz opened a continued <br />Appeal Hearing from January 16, 2018, to consider an Appeal of the <br />Thunder Ridge Plat filed by Attorney Jeff Slothower on behalf of <br />Marcie and Chad Stevens, noting the record is closed.
