DISCUSSION: <br />Grant County PUD is seeking additional easement accessing the boat ramp facility. <br />Providing the Board of County Commissioners (BOCC) grants the request, the PUD will <br />then have unlimited access over the County roadway into the boat ramp. PW is currently <br />responsible for plowing snow in the parking area. There is no revenue generation <br />associated with maintaining the parking lot for snow removal nor for toilet operation and <br />maintenance. <br />The overflow summer parking that is occurring on County land above the parking lot <br />exposes the County to risk of motorist injury. Uneven, unimproved land provides a <br />stumbling hazard for those parking in the area. It is our understanding that the PUD has <br />no interest in improving the area for overflow parking. In the absence of any capital <br />investment from the PUD, PW proposes barricading the area this summer to traffic. <br />PW believes constructing a wind wall will enhance operation of toilet doors. PUD <br />controls the land around the toilets and any wind wall construction is subject to PUD <br />approval. PW does not have any funding for wind wall construction. It seems a <br />reasonable request for wind wall constructing funding support should the BOCC elect to <br />grant PUD's increased access over the County road serving the boat ramp. <br />FISCAL IMPACTS: <br />The cost of preparing easement documents is estimated at approximately $1,000. <br />The cost of design and construction of the requested wind wall is not defined at this time. <br />ATTACHMENTS: <br />Exhibit 1: PUD boat ramp permit <br />Exhibit 2: Outdoor Recreation Grant Application <br />Page 2 of 4 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
