Cook <br />RECOMMENDATION: <br />Direct staff prepares the requested easement documents supporting Grant County PUD's <br />request improving their access ability to the Vantage Boat Ramp. <br />BRIEFING SUMMARY: <br />■ The County entered into an interlocal agreement with Grant County PUD <br />(Resolution 2016-105) sharing operations and maintenance responsibilities at the <br />Vantage Boat Ramp. <br />• The toilets at the boat ramp were constructed with grant funds from the state. <br />• Public Works (PW) has not located the grant agreement and cannot advise the <br />Board at this time on the length of time that we must manage the toilets. <br />• The toilets continue costing PW for operation and maintenance without <br />generating any offsetting revenue. <br />• Poor site design makes the doors subject to wind throw. <br />• Grant County PUD (PUD) desires obtaining additional site access from the <br />County. <br />• Currently, overflow parking is occurring on undeveloped land owned by the <br />County. <br />BACKGROUND: <br />PW holds a permit for use of PUD property (EXHIBIT 1) that currently terminates in <br />2030. PW applied for and received an Outdoor Recreation grant for toilet construction at <br />the Vantage Boat Ramp in 1999 ($218,740) attached as EXHIBIT 2. <br />In PW's 2018 recreation budget, $7,500 is being transferred from the General Fund to <br />cover costs associated with toilet operation and maintenance at Vantage Boat Ramp. <br />Over the past several years, the toilets appear to seeing additional use from I-90 motorist. <br />The poor design of the toilet facility results in numerous repairs the past several years due <br />to wind throw damage.
