From: Paul Ballard — Dean, College of Education and Professional Studies <br />To: Mark Cook — Director, Kittitas County Public Works (Airport Manager) <br />Date: October 4, 2017 <br />Subject: Proposal to provide Fixed Base Operator (FBO) Services at Bowers Field <br />Dear Mr. Cook: <br />Subsequent to our discussion at our meeting on September 25, 2017 regarding CWU's intent to <br />provide FBO services at Bowers Field Airport, we are proposing to provide the following <br />services within the $20,000 worth of our lease credit: <br />1. Public Restroom: CWU will provide public restroom for all at Bowers Field and will <br />cover supplies and custodial service 24/7. <br />2. Pilot Lounge/Flight Planning Facilities: CWU will provide lounge area available for <br />pilots to use during normal business hours. <br />3. Limited Airport Security: CWU will monitor visitors/pilots for TSA compliance for <br />defined limited area to include the 2 main gates and 2 automatic car gates located near <br />CWU business locale. Note: CWU staff have TSA training. <br />4. Focused Airport Management/Coordination: This could include: <br />a. provide notification to County when there are items such as maintenance issues <br />requiring County resources such as lighting issues, runway safety issues, etc that <br />assist the County management/operation of the airport; <br />b. serve as the on-call advisor to the County for compliance questions regarding <br />FAA and state ordinances; <br />c. contact identified County staff to recommend NOTAM's to be filed (during <br />defined business hours); <br />d. (d) Runway check once a day (Monday through Saturday); and <br />e. (e) Tie Down Management: (i) *Provide ropes, tie downs to visiting pilots for a <br />service fee, (ii) *Overnight tie down needs — collect Tail #'s to County so they <br />400 E.
