Cook <br />RECOMMENDATION: <br />Solicit a suite of services from various service providers supporting limited Fixed Base <br />Operator services at Bowers Field. <br />BREIFING SUMMARY: <br />• Current FRO services terminate on 11/08/2017 <br />• Bowers Field FBO services are defined in KCC 19.04.130 (Exhibit A attached) <br />• Central Washington University (CWU) occupies our main hangar <br />• Issuing a RFP for services will likely extend beyond 11/08/17 <br />BACKGROUND: <br />Midstate Aviation has been providing Fixed Base Operator (FBO) services for over <br />twenty years at Bowers Field. The current list of services is provided as Exhibit B. The <br />County currently credits Midstate $20,000/year for the service package against the cost of <br />Midstate's land lease. <br />Recently, staff met with CWU representatives discussing FBO services, and they have <br />responded with an informal proposal. <br />DISCUSSION: <br />Procurement of FRO services has not been conducted in many years. The resident of the <br />main hangar has a unique position relative to being a service provider. Eliminating any <br />potential from third party claims of unfair competition, staff suggests issuing a Request <br />for Proposals (two week advertising run) with an opening on November 3, 2017. <br />It appears that the County should prepare to issue its own Notice to Airmen (NOTAM) in <br />the absence of an FRO beyond 11/08/2017.
