KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 9, 2017 <br />TOPIC: HLA Proposal Supporting Evaluation of Runway 7-25 <br />ACTION REQUESTED: Direct Staff of Scope of Work Adjustments <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Adjust the proposed scope of work and associated fee pursuant to Board direction. <br />BREWING SUMMARY: <br />• The Board has requested a second opinion concerning the temporary closure of <br />runway 7-25 <br />• Staff asked HLA (Yakima) to prepare a scope of work and fee estimate <br />addressing the Board's desire <br />• The Airport Advisory Board heard HLA present their qualifications and accepted <br />them for the Board's assignment <br />• Staff has worked with HLA preparing a scope of work and fee estimate <br />• The fee is considerable ($68,000) <br />BACKGROUND: <br />Following Public Work's (PW) decision temporarily closing runway 7-25, the Board of <br />County Commissioners (Board) requested staff secure a second consultant opinion <br />concerning numerous 7-25 runway issues. The Board declared a local emergency on <br />runway 7-25 allowing staff to select an engineering firm for Airport Advisory Board and <br />Board consideration — addressing the immediacy of the situation. Staff selected HLA <br />from Yakima who provides engineering services to the Yakima Airport. Last year, <br />significant improvements were made to the Yakima Airport under HLA design and <br />supervision. HLA recently submitted their qualifications to the Airport Advisory Board <br />and the Board unanimously accepted HLA's qualifications for working on runway 7-25. <br />DISCUSSION: <br />Staff has worked with HLA creating a scope of work designed to complement work <br />already completed by its airport consultant Century West. The focus has been to generate <br />runway base data supporting a potential decision rehabilitating 7-25. Geotechnical <br />testing accounts for approximately $12K of the cost proposal. The balance is: pavement <br />design, rehabilitation options, cost estimates, design report, two meetings and a <br />presentation to the Board.
