BOARD OF COUNTY COMMISSh <br />COUNTY OF HITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2017 - 0-71 <br />DELGATING TO THE HITTITAS COUNTY ENGINEER AUTHORITY TO LEGALLY <br />BIND THE COUNTY THE SOLE PURPOSE OF REQUESTING FEDERAL <br />REIMBURSEMENT <br />WHEREAS: The Kittitas County Engineer has been duly appointed by the Board of County <br />Commissioners in accordance with Resolution 2016-071, which includes <br />establishing, laying out, constructing, altering, improving, repairing, and maintaining <br />all county roads of the county; and <br />WHEREAS: The Federal Highway Administration, through the State authorizes federal <br />transportation funding to the County for transportation projects; and <br />WHEREAS: The Code of Federal Regulations, 2 CFR 200.415(a) has been revised to ensure that <br />final fiscal reports or vouchers requesting payment under Federal agreements must <br />include a certification, signed by an official who is authorized to legally bind the <br />non -Federal Agency; and <br />WHEREAS: The Kittitas County Engineer executes all Federal grant funding agreements and <br />supplement agreements; and <br />WHEREAS: In order to see timely reimbursement for proper expenditures related to the Federally <br />funded grant projects, the Board of County Commissioners delegates to the person <br />appointed as the Kittitas County Engineer authority per 2 CFR 200.415(s) to legally <br />bind the County in furtherance of the intent of this resolution; and <br />NOW, THEREFORE BE IT RESOLVED By the Board of County Commissioners that the person <br />duly appointed as the Kittitas County Engineer shall be authorized to sign all grant <br />reimbursement vouchers for grant funded transportation projects on behalf of Kittitas <br />County. <br />DATED on this 10th day of April, 2017, at Ellensburg, Washington. <br />of the Board- Julie Kjorsvik <br />". oUNTVc "I,,, <br />2iy <br />,,,�E] DeN C erk of the Board- Mandy Buchholz <br />=n; <br />-fly �; <br />w .
