Cook <br />RECOMMENDATION: <br />.loin the MRSC professional services roster- <br />BREIFING SUMMARY: <br />• Current small works roster is cumbersome and time consuming to administer <br />• MRSC roster is highly efficient and avoids issues of fairness <br />• Significant roster size affords multiple resources to staff <br />BACKGROUND: <br />Historically, Public Works has supported a small works roster for purchasing goods valued <br />between 55,000 and $25,000. RCW 36.32.245 provides for dispensing with advertisement <br />and sealed bidding for all purchases of goods valued less than $5,000; and <br />RCW 36.32.250 authorizes a county, by resolution or ordinance, to dispense with competitive <br />bids for public works projects valued less than $40,000 and allow use of a small works roster. <br />consonant with RCW 39.04.155, for public works valued at 5300,000 or less. County <br />Resolution 2007-123 amended Resolutions 2006-28, 2003-128, and 90-44 to set out County <br />policies for small works and small purchase roster. <br />DISCUSSION: <br />While Public Works solicits participation in the small works roster annually, firms are added <br />throughout the year. Administration of the small works roster requires administrative <br />resources keeping the roster current. <br />During the past several years, MRSC has developed a roster that is very robust. Firms pay an <br />annual fee for participating in the program. Agencies provide a request to MRSC and the <br />roster is automatically solicited and notices sent to participants consistent with their roster <br />expertise. The process is highly efficient and provides multiple options for each solicitation. <br />FISC:AE..
