DISCUSSION: <br />Kick off efforts will include a press release with a schedule of outreach meetings <br />targeting local civic organizations. Two open houses are expected to attract rate payer <br />interest-- one in Ellensburg and another in Cle Elum. Public Work`s website and our <br />FOLD webpage will both run solicitations. Presentations to City Councils may also be <br />considered as beneficial outreach opportunities. Prior to the start of the outreach effort, a <br />final schedule will be prepared and shared with the Board of County Commissioners. <br />FCZDAB makeup should encompass and odd number of members. A working group o' <br />seven (7) is ideal given the amount of variables required for consideration when <br />finalizing ranking criteria. A larger group will increase the work toward consensus. <br />Public Works believes a balance between Upper County and Lower County <br />representation is essential for success. A seventh "at large" member allows decision <br />making. While the objective will always be decision by consensus, the seventh member <br />allows for a hard vote when consensus cannot be reached. <br />Staff anticipates taking several weeks identifying appropriate civic organization meeting <br />dates and verifying their capacity to entertain a FCZD presentation. Prior to project kick <br />off, staff will return a present the final outreach plan and schedule to the Board of County <br />Commissioners. <br />FISCAL IMPACTS: <br />The solicitation budget is $10,000.
