KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: APRIL 10, 2017 <br />TOPIC: FLOOD CONTROL ZONE DISTRICT ADVISORY BOARD <br />ACTION REQUESTED: DIRECT STAFF BEGIN OUTREACH EFFORTS <br />LEAD STAFF: Mark R. Cook <br />RFCOMMENDATION: <br />Direct outreach efforts begin soliciting rate payers for participation in a rate payer <br />advisory board. <br />BREIFING SUMMARY: <br />• The Board recently requested staff prepare an outreach strategy for attracting rate <br />payers to serve on a Flood Control Zone District Advisory Board <br />• Outreach efforts will include press release, possible radio spot, presentations to <br />local service organizations and possibly City Councils <br />• Conduct several open houses show casing Flood Control Zone District <br />accomplishments that serve as recruitment venues <br />• Select three tipper county and three lower county rate payers with one member at <br />large <br />• Begin efforts the week of May 1, 2017 <br />• First applicant screening the week of July 17, 2017 <br />BACKGROUND: <br />Recently, the Board of County Commissioners directed staff prepare a proposal for <br />creating a rate payer advisory board for the Flood Control Zone District. The Board will <br />work with staff developing project ranking criteria — applying the criteria to all adopted <br />basin plans. The results of the ranking process are expected to result in the District's first <br />Capital Facility Plan. <br />The Advisory Board (FCZDAB) will also interact with District staff creating the annual <br />work program. It is anticipated that the FCZDAB will select activities benefitting rate <br />payers such as: education/technical assistance/planning and an annual construction <br />program. The FC/..D Administrator will interact between the FCZDAB and the Board of <br />County Commissioners.
