Dept. of Public Works <br />Page 2 <br />FLOOD CONTROL ZONE DISTRICT —VARIOUS UPDATES: <br />Bar 14 Road: <br />Mark stated that previously the Board of County Commissioners took action to remove the Bar <br />14 Road Bridge. Staff has prepared a by-pass for Naneum Creek so that in channel work can be <br />done. Mining up and down stream will be completed as well. This will be a coordinated project <br />with the Kittitas Reclamation District as they have a flow control structure in the area. <br />A newsletter will be sent to area residents along Naneum Creek advising of expected increased <br />flood risk in the 2017-2018 water year. Discussion was held. <br />Board Direction: <br />No Direction. <br />Mercer Creek Channel Work: <br />Mark reported that that recently staff was approached by the City of Ellensburg for the Flood <br />Control Zone District to partner with them in some invasive species removal along Mercer Creek <br />in the area of Parklane Avenue. Staff agreed to get the necessary permits to conduct the channel <br />improvements with the City of Ellensburg acquiring any necessary construction easements. <br />Permits will not be ready for another three to four weeks and phasing the project is an option. <br />Discussion was held. <br />Board Direction: <br />No Direction. <br />Flood Control Zone District Advisory Board: <br />Mark stated that staff has spent several months in a public outreach campaign to attract rate <br />payers to apply to sit on an advisory board to the Board of County Commissioners. The first task <br />of which has been to develop ranking and rating criteria for going through the various suggested <br />plans. To date, there have been ten applications received. Discussion previously was to have the <br />committee be a seven member committee. Staff was hoping to get a minimum of fourteen <br />applications prior to submitting all for Board consideration. Discussion was held. <br />Board Direction: <br />Bring forward the ten applications for review if the staffing criterion has been met. <br />411 N.
