Dept. of Public Works <br />Page 2 <br />OTHER BUSINESS: <br />LETTER FROM PAUL BEITER: <br />Mark presented the letter from Paul Beiter stating his interest of acquiring the Carrera Hangar at <br />Bowers Field. Mark gave background on the hangar including the most current incident of the <br />fire that occurred at the hangar. Mr. Beiter is inquiring as to the terms and conditions that would <br />be involved if he was to purchase the buildings. Currently, Carrera Hangars has submitted to the <br />Kittitas County Building Department plans for repairing the damaged units from the fire and this <br />permit is ready for issuance. Mark went over the terms and questions that are stated in the letter <br />and discussion was held with Mr. Beiter explaining his time frame, interest in the hangars and <br />background in the aviation field. Discussion was held. <br />Board Direction: <br />Work with Mr. Beiter to explore the options presented for his request to purchase the <br />Carrera Hangars. <br />CENTRAL WASHINGTON UNIVERSITY UPDATE/FIXED BASED OPERATION <br />SERVICES: <br />Mark stated that in the lease assignment that was approved between Midstate Aviation and <br />Central Washington University stated that on or about November 8, 2017 the fixed base <br />operator services would terminate with Midstate Aviation. There will be a period of time where <br />we could, if we find a willing provider, secure a package of services that would go forward after <br />November 8, 2017, that conversation started today with Central Washington University, <br />however, the Board of County Commissioners would have to advertise for FBO services in the <br />absence of Midstate Aviation. The conversation had with Central Washington University that <br />morning was to see if they would have interest in this service ahead of the November 8, 2017 <br />date. Mark continued that the airport standards have not been updated in the last twenty years <br />and they need to be redone, recognizing the process being complex and lengthy, requiring a <br />comprehensive plan amendment since they are in county code. Mark added that he is suggesting <br />that if a suite of services can be agreed upon to roll with the lease assignment it may serve the <br />airport well. Mark continued that the question to be researched is if this can be done without an <br />advertisement for services.
