pO�Sa pASCADF.S... f01%lfCptLyA <br />F <br />KITTITAS COUNTY <br />THOSE PRESENT: <br />GUESTS PRESENT: <br />KZTTZTASS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />STUDY SESSION MINUTES <br />September 25, 2017 <br />Paul Jewell, Laura Osiadacz, Obie O'Brien (BOCC); Mark <br />Cook, Luke Huck, Candie Leader (DPW) <br />Paul Beiter <br />REQUEST TO APPROVE ENABLING DOCUMENTS FROM THE SEPTEMBER 13.2017 <br />PUBLIC HEARING TO REDUCE THE POSTED SPEED LIMIT ON CARROLL ROAD: <br />Luke reported that a public hearing was held on the speed reduction on Carroll Road on <br />September 13, 2017, the Board heard from several members of the public and staff and it was the <br />Board's direction to prepare enabling documentation to reduce the speed limit to 35 mph and <br />deploy compression brake signage on the roadway. Luke presented the ordinance for approval. <br />Board Direction: <br />Commissioner Jewell called for a motion. Commissioner Osiadacz made a motion to <br />approve the enabling documents from the September 13, 2017 Public Hearing to reduce the <br />posted speed limit on Carroll Road. Commissioner O'Brien seconded the motion with <br />discussion. Discussion was held. Ordinance No. 2017-008 was approved as presented two <br />votes to one. <br />SPECIAL AIRPORT AD VISOR Y COMMITTEE MEETING UPDATE: <br />Mark commented that staff recently held a special airport advisory committee meeting to hear a <br />presentation from HLA, an engineering firm out of Yakima and current consultant for the <br />Yakima Airport. This meeting was at the Board's direction to find a second opinion on Runway <br />7/25 closure. Mark continued that the meeting was well attended. HLA presented their <br />qualifications and suggested scope of work. At the conclusion of the meeting the advisory board <br />voted to accept HLA as the consultant to provide the scope of work staff had presented. Mark <br />continued that the scope will include some geotechnical testing performed on the runway and <br />gave background on the specifics of this testing. The next phase will be contract negotiations <br />and is hoping to have this done within the next thirty days. Discussion was held. <br />Board Direction: <br />No Direction. <br />411 N.
