Cook <br />RECOMMENDATION: <br />Informational only — no recommendation required. <br />BREIFING SUMMARY: <br />• HLA Professional Engineering Services Qualifications <br />BACKGROUND: <br />The recent temporary closure of runway 7/25 has met significant opposition from Central <br />Washington University, Midstate Aviation and the local aviation community in general. <br />On September 15, 2017 at I Oam a Special Meeting of the Airport Advisory Board was <br />held to discuss the proposed hiring of HLA for a secondary opinion on the runway <br />closure. <br />DISCUSSION: <br />The meeting was brought to order with I -ILA attending the special meeting with a <br />presentation (attached) of the various projects and background information on the <br />company. They engaged the board members and answered questions regarding their <br />qualifications from the airport advisory board and also, the general public that attended. <br />These qualifications included projects as far back as 2001 for the Yakima Air Terminal <br />and currently a Runway Rehabilitation and Taxiway Reconstruction Improvements <br />project for the Sunnyside Municipal Airport. These projects ranged from a $72,000.00 <br />project to a $10,200,000.00 project. <br />The Airport Advisory Board discussed the qualifications and a motion was made and <br />seconded by the Board to select HLA as the firm to provide the required scope of work <br />for a second opinion on the integrity of runway 7/25. This scope of work includes <br />geotechnical analysis to determine the condition of the existing infrastructure; a <br />pavement design and cost estimates to rehabilitate the runway.
