The past springfsuminer, PW collected topographic data and designed a proposed <br />drainage improvement (EXHIBIT 2) affording additional limited relief for the roadside <br />ditch in front of the Cummings residence. PW has attempted on numerous occasions <br />establishing contact with the downstream property owner whose constricting culvert <br />defeats any beneficial outcome anticipated with the proposed drainage improvement <br />project. <br />DISCUSSION: <br />Recently, PW communicated with Mr. Cummings the issue surrounding the private <br />culvert (see emails attached as EXHIBIT 3). Washington State Department of Fish and <br />Wildlife (WDFW) recently committed to contacting the private resident and offered to <br />lobby for removal of the constricting culvert. Mr. Cummings is not satisfied with current <br />PW efforts and is suggesting legal action is likely required providing PW fails to <br />implement the intended drainage improvement this year. <br />Providing WDFW fails to resolve the constricting downstream culvert issue by October <br />11, 2017; we will not be able to build the drainage improvement this year. <br />FISCAL IMPACTS: <br />PW estimates the proposed drainage improvement to cost approximately $15,000 using <br />County forces and $35,000 using contract labor. <br />ATTACHMENTS: <br />Exhibit 1: Area map <br />Exhibit 2: Proposed design <br />Exhibit 3: Recent electronic mail <br />Page 2 of 5 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
