Cook <br />RECOMMENDATION: <br />No action is required by the Board of County Commissioners. <br />BREIPING SUMMARY: <br />• Old Cedars Road is located in a low area at the toe of a large drainage <br />• Cummings is experiencing repeatedly high ground water flooding <br />• Multiple attempts to assist since 2013 <br />• Recent design cannot move forward without the removal of a private downstream <br />culvert <br />• Current construction season closes the second week of October <br />BACKGROUND: <br />Since 2013, Public Works (PW) has been dealing with repeatedly high ground water <br />flooding associated with development near Old Cedars Road. The development is not <br />mapped as Federal Emergency Management Agency floodplain nor as DOE wetland (see <br />EXHIBIT 1). None the less, the development routinely experiences high groundwater <br />and associated surface runoff during rainfall events and during snow melt off. <br />PW has responded numerous times to requests for assistance from a local resident <br />(Cummings) who asserts that it is PW road runoff that is causing annual surface water <br />accumulation around his residence. The Nelson Road ditch was enlarged several years <br />ago in an attempt to accommodate Mr. Cummings. The ditch cannot freely drain to <br />receiving waters south, owing to a community irrigation pond located just north of the <br />receiving water (presumed KRD irrigation delivery canal). <br />A six foot plate arch culvert under Nelson Siding Road conveys the KRD irrigation canal <br />easterly towards Ellensburg. Immediately downstream of the culvert, a private culvert <br />restricts flow and water spreads out across private property ultimately feeding a large <br />wetland complex diked by the John Wayne Trail. <br />Pagel of S <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
