7. Explain how this infrastructure project has been coordinated, or will be coordinated with other
jurisdictions, such as counties, cities, state/federal agencies, and with /economic development
organizations during planning, design, financing, construction and/or operation phases.
The planning and design phase of the project involved coordination with the Chamber of Commerce, local service
clubs local trades groups and the public. Coordination also included several City economic development partners
including, Suncedia, Central Business District Business Owners and the Washington State Norse Park.
The operation phase will continue to include close coordination with the above referenced agencies to ensure smooth
operations and 'advertisement' to raise awareness of the visiting/traveling public in regards to facility availability,
location, etc.
Letters of Project Support are attached.
S. Explain how the infrastructure project will helpmeet the economic development goals of your community
and/or region. if this project Is not done, will the anticipated private development still take place?
Cie Elum is a tourism and service destination for the travelling public, Our Economic Development Strategy is
predicated upon Recreation and Tourism; the capitalization of our largest singular asset. Our Average ADT on a busy
weekend is over 25,000 vehicles on First Street. This project (both Location "N'& "B" will help us capture and convert
more of the existing ADT into vehicle stops.
We are both the first full service stop entering the county and the last full service stop before heading back over the
pass. As such Cie Elum hosts many of the visitors and tourists that then venture to other points throughout the county.
Additionally our public restrooms are strategically situated on First Street (SR -903 extension) which provides easy
visibility and access to the travelling public. This project directly increases tourism related economic activity by
accomplishing the following:
a. Keeping Cie Elum as a tourism nexus and tourism support service area for the traveling public.
b. Encourage the traveling public to continue to route -pian a stop in Cie Elum for services, which creates ancillary
services and stops in Cie Elum.
c. Continues to provide that 'best countywide experience' as the first and last full service stop for those traveling over
the past to patronize Kittitas County.
In regards to'private development'this project becomes one of many pieces that is the catalyst for continued
investment by private industry and businesses to Increase their investment in a functional and amenity driven Central
Business District.
9. Describe any feasibility or predeveiopment studies that demonstrate the linkage between the proposes/
Distressed County Infrastructure improvements and the anticipated economic outcomes.
There is a demonstrable link between public service amenity (specifically restrooms) and economic development for
recreation/tourism dependent communities. Studies and articles are attached (Attachment "B") that demonstrate that
"tourism and toilets go hand in hand
10. Indicate If other needed infrastructure (e.g., sewer, water, power) is in place or if there is a pian for getting
it in place.
All infrastructure is existing and in place.
