PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />This project consists of a revitalization of an existing public bathroom facility used and enjoyed by hundreds of <br />travelers for over Zit years_ The structure was built in the early 90's made of block and brick walls with a low sloped <br />wood framed roof system. <br />In 2015 the City was awarded $ 35,000 from the 09 funds to make the following improvements (listed below) in 2016 <br />to help restore the bathrooms. <br />Original Improvements: <br />• Install all new plumbing fixtures,4-waterclosets, 2-uranlas, 4 -lays, 1 -hot water Tank -less <br />• Install all new stall partitions <br />• Install all new light (LED), fans and outlets <br />• Install new electric hand driers (one each side) <br />• Install new waste paper cans NO towel dispenser <br />• Repair walls and ceilings as needed <br />• Paint walls, doors, floor and ceilings with two-part epoxy paint <br />n Install new soap dispensers (one each side) <br />Since then and right before construction was about to commence we noticed that the skylights and roof were both <br />leaking. We tried to get a roofing contractor in before the snow but were unsuccessful. Now we need to fix the leaking <br />before moving on to the original improvements. <br />Added Improvements Needed: <br />• Remove and Install 2 new skylights <br />• Re -roof bathroom with new membrane style roofing <br />Currently the bathrooms are still closed and our City Public Works crews have removed everything listed below making <br />it ready for the contractor. <br />• Removed all plumbing fixtures: 4-waterclosets, 2-uranlas, 4 -lays and counter, 1 -hot water tank, <br />• Removed all stall partitions <br />Removed everything else on the walls to prepare for contractor <br />Removed waste paper can / paper towel dispenser <br />2. Explain the specific Infrastructure issues the project addresses and how they are linked to economic <br />development improvements, <br />The existing City of Cie Elum public restrooms were constructed years ago in recognition that the travelling public will <br />stop and/or spend more time in areas where they have access to basic essential tourism infrastructure, such as <br />restrooms, benches, water fountains and the like. Over time, the restrooms have seen extensive year round use by <br />both the traveling public and Cie Elum area tourists and are showing their age. The restrooms, as with any public <br />space, make a definitive statement about the quality of the area, its resource base and the care and accommodation <br />they provide to their guests. Public Restrooms have often been a "lure" to entice the traveling public to include a <br />destination/area on their route planning, and to encourage them to stop/stay longer in an area. The central thesis of <br />this proposition is that the restroom quality, cleanliness and appearance must be exceptional; otherwise the risk is run <br />of becoming a "throw -away -stop", akin to a truck -stop. <br />Cie Elum is a tourism and service destination for the travelling public. We are both the first full service stop entering the <br />county and the last full service stop before heading back over the pass. As such Cie Elum hosts many of the visitors <br />and tourists that then venture to other points throughout the county. Additionally our public restrooms are strategically <br />situated on First Street (SR -903 extension) which provides easy visibility and access to the travelling public. This <br />project directly increases tourism related economic activity by accomplishing the following: <br />• Keeping Cie Elum as a tourism nexus and tourism support service area for the traveling public. <br />• Encourage the traveling public to continue to route -plan a stop in Cie Elum for services, which creates ancillary <br />services and stops in Cie Elum <br />• Continues to provide that 'best county -wide experience' as the first and last full service stop for those traveling over <br />the past to patronize Kittitas County. <br />
