SECTION 2 <br />Design Parameters <br />Design parameters used in this basis of design report are based on 2015 data provided by the County, <br />additional information gathered during the November 2, 2016 workshop, and the 31 percent population <br />increase estimates that were described in Table 1-1. This data is further discussed in the sections below. <br />2.1 Existing Tonnages and Traffic <br />The existing Ellensburg transfer station accepts, processes, and transfers MSW, yard waste, recyclable <br />material, and MRW material from residential and commercial customers in the Ellensburg area and <br />lower Kittitas County. Material is hauled to the facility in commercial garbage trucks and from a <br />significant flow of self -haul vehicles (automobiles, pickup trucks, and trailers).
