KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: MARCH 13, 20'17 <br />TOPIC: JACOBS TASK ORDER NOA, TRANSPORTATION ELEMENT OF <br />THE COUNTY'S 2017 COMPREHENSIVE PLAN <br />ACTION REQUESTED: RATIFY THE CHAIR'S SIGNATURE ON JACOBS <br />TASK ORDER NOA <br />LEAD STAFF: Mark R. Cook <br />RECOMMENDATION: <br />Ratify the Chairman's signature on Jacobs Task Order No. 4 <br />BACKGROUND: <br />In 2017, Public Works solicited and selected numerous on-call <br />engineering/environmental/planning consultants. Jacobs is the Department's <br />selected environmental/planning consultant. <br />During late 2016, Public Works began the solicitation process seeking planning <br />support creating the 2017 Transportation Element of the 2017 Comprehensive <br />Plan. The previous 20 year plan (2008) produced a transportation model <br />supporting plan actions. The city of Ellensburg is currently producing its own <br />transportation planning document utilizing the firm: Fehr and Peers. <br />Recognizing the value of complementing the city's planning effort staff requested <br />Jacobs consider adding Fehr and Peers as a sub -consultant to its on-call <br />consultant planning team. <br />Staff located numerous transportation model files in late February 2017. County <br />staff transmitted the model files to Fehr and Peers in early March requesting a <br />courtesy review ahead of potential contract scoping. Fehr and Peers has <br />confirmed the value and validity of the transmitted model files affirming the <br />impact on project scoping. Using the existing model significantly reduces the <br />level of effort and associated costs. <br />During the first week of March 2017, staff met with representatives of Jacobs and <br />Fehr and Peers developing the scope of work supporting a 2017 Transportation <br />Element of the Comprehensive plan update. Owing to significantly compressed <br />timelines, staff requested the Chair's signature on task order documents (03-08- <br />2017) allowing for the immediate release of Fehr and Peers to begin work.
