This job description is a summary of the primary functions and expectations for this position. Additional <br />department- related duties may be assigned as required. <br />MINIMUM QUALIFICATIONS: <br />• Bachelor's Degree from an accredited college or university in Construction Management, Environmental <br />Health, Business Administration, or another closely related field. <br />• Three (3) or more years of progressively responsible experience performing complex facilities maintenance <br />work, including financial management, administration, and supervision of staff. <br />• Three (3) or more years of progressively responsible experience in a Solid Waste related position. <br />• A combination of formal education, training, and experience may substitute for the requirements above. <br />• Valid Washington State Driver's License. <br />• Must attend KCSO Trustee Training prior to working with KCSO Trustees. <br />• A criminal history background check will be performed, to include fingerprinting. Candidates may not <br />qualify if they have misdemeanor or felony charges or convictions. Convictions will not necessarily disqualify <br />you from employment. Factors such as age and time of the offense, seriousness and nature of the violation, <br />and rehabilitation will be taken into account. <br />REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: <br />• Demonstrated knowledge of governmental organization, rules, regulations, and processes. <br />• Working knowledge of Solid Waste services, methodologies and technologies, and knowledge of relevant laws <br />and regulatory agency requirements. <br />• Strong financial management skills, including knowledge of fiscal programming and budgeting processes <br />necessary to ensure that budget constraints and program timelines are met. <br />• Must possess strong supervisory skills and have the ability to provide leadership, counsel, motivation, <br />professional development, constructive performance reviews, and discipline to professional, technical and <br />administrative staff. <br />• Must have hands-on experience using the methods, materials, tools, and equipment required to perform <br />the essential functions. <br />• Ability to work under stress and pressure and respond to crisis or emergency situations. <br />• Ability to create and comprehensive short and long term plans. <br />• Ability to plan, organize, and monitor activities according to priorities, established schedules, and deadlines. <br />• Ability to create and/or maintain a compliant safety program, develop safety awareness, and ensure <br />employees adhere to requirements. <br />• Ability to read, understand and effectively work from building and landscape blueprints. <br />• Must be a hands-on manager, willing to work alongside, or in lieu of staff as needed; must be available to <br />take and respond to calls beyond regular business hours. <br />• Must be comfortable with modern technology, be proficient in the use of computers systems, including <br />Microsoft Office, and possess the ability to quickly learn other department and /or County systems, programs, <br />and applications. <br />• Ability to select and oversee the work of consultants and contractors for building repairs and renovations. <br />• Ability to communicate effectively in verbal and written form, with tact and diplomacy, including public <br />presentations, media releases, and grant applications. <br />• Ability to create and maintain excellent customer relations, while balancing ever-changing priorities. <br />• Strong organization skills, including the ability to manage multiple tasks and frequent interruptions. <br />• Patience, determination, and the ability to manage change and pressure successfully. <br />• Must have the ability to physically perform the essential functions of the position and safely operate a <br />motor vehicle. <br />PREFERRED QUALIFICATIONS: <br />• Master's Degree in Business Administration, Accounting, Construction Management, Environmental Health <br />or other closely related field. <br />Solid Waste/Maintenance Director Page 3 <br />
