KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 9, 2017 <br />TOPIC: Public Works Department Fees Update <br />ACTION REQUESTED: Request to schedule Notice of Public Hearing to <br />adopt fees for the Public Works Department Airport <br />Fund, County Road Fund and Flood Control Fund <br />LEAD STAFF: Kathy Jurgens <br />RECOMMENDATION: Schedule public hearing to adopt new fees for the <br />Airport Fund, County Road Fund and Flood Control <br />Fund as recommended by Public Works staff <br />BACKGROUND: Public Works has completed their fee analysis using <br />the Kittitas County User Fee Model provided by the <br />county's consultant, FCS Group. The fee model uses <br />direct services, indirect services, overhead and time <br />estimates to calculate the full cost of services to <br />complete each specific fee or activity. <br />DISCUSSION: Attached is a list of the recommended fees to be <br />collected by the Airport Fund, County Road Fund and <br />Flood Control Fund. The spreadsheets contain <br />various cost recovery scenarios, 2017 estimated <br />volume of permits to be processed, and <br />recommended permit fees to be collected in 2017. <br />FISCAL IMPACTS: Full cost recovery, or a percentage there of will offset <br />the cost of administering the specific fees or activities <br />required. <br />Page 1 of 2 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
