WA.US <br />Office(509)962-7506 <br />RnTrrescouRTv "Building Partnerships—Building Communities" Fax(509)962-7682 <br />PW STUDY SESSION MINUTES <br />January 9, 2017 <br />THOSE PRESENT: Laura Osiadacz, Obie Obrien (BOCC) Dan Carlson, Mike Flory, Stephanie Mifflin <br />(CDS) Luke Huck, Kathy Jurgens, Tammy Burgess (PW) Holly Myers, Robin Read (PH) <br />GUESTS PRESENT: None. <br />***Luke Huck requested to add an Update on Street Lights and Discrepancies in Code under Other Business. <br />Kathy presented the proposed fee updates for the Airport Fund, County Road Fund and Flood Control Fund. See attached documents. <br />There was discussion regarding the process to set the public hearing. <br />Board Direction: Set the date for the public hearing at the January 171h agenda session. The public hearing is scheduled for February 7'h at 2 <br />p.m. <br />Westside Road RAP Funds: <br />Luke Huck briefed the Board on discussions he has had with CRAB regarding the available RAP funds for a safety project on Westside <br />Road. Luke requested permission to draft a letter on behalf of the Board to request to relinquish the project with CRAB and to informally <br />request a non -refund of funds already paid by CRAB. There was discussion on the history of the project and the change of scope of work <br />over the years for the project. <br />Board Direction: Draft a letter for the Board to sign. <br />Statement of Oualifications for Services Update: <br />Luke Huck stated 42 firms have responded to the Statement of Qualifications that was published. Luke stated he will sit with Director Cook <br />to pick the top four or five firms in each category to interview. Luke stated he will be requesting to hire firms in the next couple of weeks. <br />Board Direction: None. <br />Other Business <br />Update on Street Lights: <br />Luke stated the street lights in the County need to be replaced. Luke stated he has been in communication with the City of Ellensburg <br />regarding their schedule to update the street lights to LED. Luke stated he is hoping to enter into an agreement with the City of Ellensburg <br />to have the street lights in the County be a pan of the contract they enter. Luke stated the cost may be free to the County. <br />Board Direction: None. <br />Discrepancies in Code <br />Luke stated he is going through the County Code to identify discrepancies. Luke stated he want the Kittitas County Code to be consistent <br />with the approved ordinances. Luke stated he is trying to find the best strategy to find all the discrepancies using County staff, but that it is <br />a very time consuming process.
