KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE:
TOPIC:
ACTION REQUESTED:
LEAD STAFF: Mark R. Cook
August 22, 2016
One Time Applied Savings
Authorize Acquisition of Two Pickups and
Five Laptop Computers
RECOMMENDATION:
Authorize the Director to purchase two new pickups from state contract and five
laptop computers through the IT Department.
BACKGROUND:
During fiscal year 2016, Public Works operated the first six months of the year
with numerous vacancies in staff and management positions. The Board of
County Commissioners (Board) authorized consultant support services
expediting floodplain permit review. Two firms were tasked with support: Cardno
($12,206.38) and Jacobs ($8,679.39).
Several management positions have been hired since June 2016. Several of the
positions resulted in placement into the salary range beyond levels forecast in
Public Works 2016 budget.
Recently, Public Works has added an Engineering Technician II and a
Construction Manager. We are nearing the end of the 2016 construction season
and have scheduled a busy September and October. All administrative vehicles
are being utilized and we are short two inspection vehicles. We are covering
construction projects from Via Kachess to Badger Pocket.
DISCUSSION:
Rental of two inspection vehicles for a two month period is anticipated to cost
approximately $2,328.99 per month per vehicle for a total estimated cost of
$4,657.98. Vehicles are currently available from state contract. Purchasing
vehicles now offsets impacts to the Equipment Rental and Replacement fund
2017 budget.
FISCAL_ IMPACTS:
Salary savings to date total $440,205.41 (Exhibit 1 attached). Accounting for the
additional cost of consultant services (Cardno and Jacobs) we estimate
Page 'I of 3
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
