7. Provide gradation characteristics of bank and channel material for use in scour analysis to be <br />completed by others. <br />D. Deliverables <br />1. One (1) Draft Geotechnical Report <br />2. One (1) Final Geotechnical Report. <br />Owner's comments. Owner shall <br />CONSULTANT. <br />2.03 Concept Design Phase <br />To be delivered after CONSULTANT receives one (1) set of <br />combine all comments to one (1) document and submit to <br />A. During the Concept Phase of the Project, the CONSULTANT will: <br />Hold a project start-up/kick-off meeting with all team members to review the Scope of Services, <br />budget, schedule, deliverables and quality expectations. <br />2. Conduct a Client Expectation Survey (CES) and hold a startup/kick-off meeting at the project site <br />with the Owner to review and clarify the Scope of Service, Owner's requirements and goals of the <br />Project and any external factors that will impact the Project. <br />3. As needed, complete evaluation and delineation of resources Including wetland, stream, forest <br />resources_ <br />4. Consult with permitting Agencies regarding design concepts and construction activifieslimpacts. <br />After conceptual design is agreed upon by Kittitas County, confirm with permitting agencies which <br />analysis, permits, andlor approvals are required for the Project and any special considerations <br />related to those permits. <br />5. Prepare a Programmatic Biological Assessment under the Endangered Species Act (ESA). This <br />project must be eligible for the Corps Special Project Information Form (SPIF) for Fish Habitat <br />Enhancement Projects (FHEP). <br />6. Prepare and submit a Joint Aquatic Resources Permit Application (JARPA) to IGttitaa County, and <br />at their request provide a signed copy of the DARPA to the following agencies for the Permfts listed <br />below: (see section 8 for anticipated timelines) <br />a. WDFW Hydraulic Project Approval (HPA) <br />b. US Army Corps of Engineers (Corps) Section 404 Nation -Wide Permit (NWP) and Endangered <br />Species Act (SAIF) for FHEP projects. <br />c. Washington State Ecology Section 401 Certification Letter of Verification (LOV) <br />7. DARPA Drawings will be prepared based on conceptual design plan sheets. <br />8. Review and clarify Owner -required design and or construction criteria that will impact the project <br />design. The design shall follow KCC Chapter 12. <br />9. Layout and evaluate one (1) design concept assuming replacement of the existing culvert with a <br />new concrete box culvert (single -span less than 20 feet), structural metal plate arch, or other <br />solution, and associated vertical roadway approach reconstruction (limited to 150 feet along the <br />roadway in each direction). <br />Review the concept design with the Owner and project partners in a design charrette documenting <br />Owner feedback on concepts moving forward. Design recommendations and feedback mutually - <br />agreed to by the Owner and Consultant during the design charrette will move forward into final <br />Page 4 of 10 <br />
