Task Order 02 <br />Attachment 1 <br />Page 1 of 4 <br />Attachment 1— Scope of Work Detail <br />ESA understands that &two County (County) proposes to replace four existing fash4xaring stream culverts <br />under Temaway Road. One of culverts (Mason Creek) will be replaced with a bridge, while the otber tim>ve <br />culverts (Story Creek, John Creek, and Musser Creek) will be replaced with wider, fish -passable culvmts. The <br />pmj ect has received grant funding f rm the Federal Highway Administratiam (FHWA). The County has asked <br />ESA to prepare permitting documents in support of the project. <br />A detailed Scope of Work is provided below, which. outlines ESA's regxmsibilities under this Task Order. <br />Task 1– Project Management: This task includes on*oing project management and client coordination. <br />ESA will attend one on-site project coordinatiam meeting, if requested by the County andlar permitting <br />agencies. <br />Deliverables: Monthly invoices and progress reporWwork munmarics. <br />Task 2—WCdWd/0RWM Dermeation: FSA will dclimate wetland boundaries (if present) and the Ordinary <br />High Water Mark (OHWM) within 50 feet of the culverts to be replaced. We anticgi to requiring one day of <br />fzeidwork to complete the delineations, which includes travel tune to and from the project site. Wetlands will be <br />delineated m accordance within the Regional Supplement to the U.S. Army Corps of Engineers (USACE) <br />Wetland Delineation Manual (Version 2.0): Arid West Region The OHWM will be delineated in accordance <br />with the gaidelirtesprovided in the Washington State Depaaruneat of Ecology (Ecology) Publication # 08-0C} <br />001: Determination the Ordinary High Water Mark on Streams in Washntgton Starve. <br />OHWM and wetland boumderies will be madkedwnh sequentially numbered pin flags arrd/orxibbon tape. <br />Wetlands (ifpresent) will be rated using the WaslmVon State Departn=t ofEeology (Ecology) wetland rating <br />system for Eastern Washington j, . <br />Deliverables: Sketch map showing the locoan of all OHWM and stream boundaries. <br />a The County is responsible for providing a professional land survey of flagging locations, <br />The County will make the necessary arrangen=ts for ESA to a,coess private properties, if <br />required. <br />A utility locate must be pexibrmed prior digging wetland sample plots. ESA will <br />coordinate with Utility Notification Center to schedule the utility locate. SSA <br />assumes that the project area can be readily accessed by the utility locators, and will <br />not require meeting locators on-site. <br />Task 3 DARPA (including EPA): ESA will prepare a Joint Aquatic Resources Pennit Application (DARPA). <br />The JARPA will serve as the permit application for a USAGE --Clean Wates' Act (CWA) Section 404 permit, <br />Washington Flepanment of Fish and Wildlife (WDFW) Hydraulic Project Approval (EPA), and Ecology CWA <br />Section 401 Water Quality Certification. <br />ESA will prepare a draft DARPA for review by the County. After County review FSA will make one set of <br />revisions and submit to the County and the applicable permitting agencies. <br />Deliverables: C unty Draft (electronic) and final DARPA (hard copy). <br />
