<br />12/20/2016 MINUTES 8 <br /> <br /> <br />Assistance program. <br /> <br />Doug (last name unknown) said he assists with the Homeless Shelters and <br />other outreach programs and without the Senior Rent Assistance program <br />he was unsure if he would be able to get by. <br /> <br />Connie Florida said she lives life very simply and explained how things <br />can happen at any time in life. She was very grateful to the opportunity <br />to have received assistance from the program. <br /> <br />Sarah O’Brien said there were approximately 5 people on the waiting list <br />for assistance. She indicated that although people in the Upper County <br />could qualify for the program, they may not be aware of the program and <br />had hoped to do some outreach in that area as well. <br /> <br />The Board of County Commissioners thanked everyone for speaking and said <br />that hearing from those who receive assistance is one of the best days <br />of the year for them. <br /> <br />BOARD DISCUSSION/DECISION ITEMS <br /> <br />PLAN 10-YEAR HOMELESSNESS & AFFORDABLE HOUSING COMMISSIONERS <br /> <br />John Littel, a member of the Homelessness & Affordable Housing Committee <br />reviewed the draft 10-year Homelessness and Affordable Housing Plan. He <br />said they were working on meeting the Department of Commerce’s deadline. <br />He said once the plan is finalized, a communication plan will be <br />developed and implemented in order to share it with the community and <br />community partners. A monitoring and implementation plan will also be <br />developed as supplements to the document. He said the committee <br />received over 2,000 responses to a survey they had sent out along with <br />holding public forums which feedback had been considered and <br />incorporated. Commissioner Jewell said he found grammatical errors <br />within the document and would provide those changes to Robin Read, <br />Public Health Administrator. The Board asked questions and made <br />suggestions on the plan. Mr. Littel said he would make those changes <br />and resubmit the Plan at the next Agenda in 2017. <br /> <br />REQUEST FOR PROPOSALS HOMELESSNESS & AFFORDABLE HOUSING COMMISSIONERS <br /> <br />Nancy Goodloe, representing the Homelessness & Affordable Housing <br />Committee reviewed the 2017 Request for Proposals from the Kittitas <br />County Homelessness and Affordable Housing Funds. John Raymond, <br />HopeSource expressed concerns with the Request for Proposals and asked <br />how applicants would be able to understand what the prioritization is so <br />they can look at the highest need the County sees within the area. <br />Commissioner Jewell said they would develop a rating system, try to have <br />objective criteria and create a baseline threshold, which would be
