COMMISSIONER <br />JEWELL suggested adding a policy to the enabling documents that <br />would begin setting aside 2½% from everything across the board <br />including rental rates, amenities, etc. and place it into a reserve <br />fund for building and maintenance at the Event Center. He made <br />suggestions on a few of the proposed rates including the camping <br />rates. <br /> <br />COMMISSIONER JEWELL approved the proposed 2017 Kittitas Valley Event <br />Center Rental and Use Rates, Packages and Discounts with amendments <br />to the camping rates, include a fee for animal bedding, and to add a <br />policy to set aside 2½% of all rental rates to be placed in the <br />Event Center building and maintenance fund, and direct Staff to <br />prepare enabling documents. COMMISSIONER OSIADACZ seconded. Motion <br />carried 3-0. <br /> <br />PUBLIC HEARING STEVE HYMAS IRRIGATION FRANCHISE PUBLIC WORKS <br /> <br />At 2:38 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider a <br />Non-Exclusive Irrigation Franchise with Steve Hymas along Sorenson <br />Road. <br /> <br />LUCAS HUCK, ENGINEER reviewed a request from Steve Hymas for a Non- <br />Exclusive Irrigation Franchise with Steve Hymas along Sorenson Road. <br />He said it was for the installation of an eight inch PVC pipe for <br />irrigation purposes through an existing failed County stormwater <br />culvert under Sorenson Road near the intersection of South Ferguson <br />Road. He recommended the Board approve the request from Mr. Hymas. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />AGREEMENT STEVE HYMAS IRRIGATION FRANCHISE PUBLIC WORKS <br /> <br />COMMISSIONER JEWELL moved to approve a Non-Exclusive Irrigation <br />Water Franchise Agreement with Steve Hymas to Use County Roads, <br />Rights-of-Way and other County Property within Kittitas County. <br />COMMISSIONER OSIADACZ seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING 6 YR TIP & ANNUAL CONSTRUCTION PUBLIC WORKS <br /> <br />At 2:41 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />Adopting the Six-Year Transportation Improvement Plan for 2017-2022 <br />and to Adopt the Annual Construction Program for 2017. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR reviewed the Six Year <br />Transportation Improvement Program and Annual Construction Program <br />for 2017. <br />
