Dept. of Public Works <br />Page 3 <br />Board Direction: <br />SIX YEAR TRANSPORTATION <br />PLAN ADOPTION: <br />Calendar the US Army Corp of Engineers agreement <br />for approval and bring in the local biologists for <br />discussion on the projects. <br />Mark reported that the department is late on the process <br />this year. We generally have the outreach done mid- <br />November and have the proposal ready in December <br />during budget adoption. That did not happen this year. <br />Previously, Mark briefed the Board on Public Works <br />financing and in recognition of overstating maintenance <br />budgeting and that we've been deferring maintenance for a <br />number of years on projects that are really preservation <br />projects not capital improvement projects. Mark explained <br />that we cannot go and replace a corrugated 72" culvert at <br />Via Kachess we have to replace it with a 20' four sided box <br />culvert due to the fish biologists in the region. So, these <br />projects are becoming very expensive. We have a couple <br />of areas that have been allowed to get to a point that we <br />know now that we have to move on in 2017, 2018 and <br />perhaps as late as 2019. The only funding source now for <br />these is local funds and the only local money available is <br />cash reserves. Discussion was held. On December 6, <br />2016 staff will present documents to set the public hearing <br />to approve the Six Year Transportation Improvement Plan <br />and Annual Construction Plan to conduct the hearing on <br />December 20, 2016.
