Dept. of Public Works <br />Page 2 <br />should be able to complete this request in short order. The <br />piece that remains unresolved is the (ASCO use <br />agreement. Mark presented the topic to the Airport <br />Advisory Board and there was not a single voice when <br />setting a revised use agreement rate. The majority of the <br />members favored a rate commensurate with IASCO's <br />impact at around $20,000 a year. Staff contacted IASCO <br />and they are coming to town Wednesday. A meeting is set <br />up and Mark will bring this discussion back to the table. <br />Discussion was held. <br />Board Direction: No Direction <br />LEVEE REPAIR(S) UPDATE: Mark reported that he had previously briefed the Board on <br />the Schaake and Klocke Levee repairs. In November of <br />last year both levees received damage from flooding <br />events and in response to that the Corp of Engineers came <br />out this summer to do investigations on both levees and <br />come up with proposals for repairs. That proposal was <br />generated by the Corp of Engineers. They solicited Public <br />Works for adoption of the proposal and at that same time <br />conversation with the Bureau of Reclamation were <br />happening regarding the Schaake Levee because the <br />Bureau of Reclamation is moving forward with the setback <br />levee and are at 30% design. The resource agencies are <br />opposing our desire to repair the levees in the water. <br />They'd like to see us setback the Schaake Levee and <br />possibly abandon Klocke. While we are not considering <br />abandoning Klocke we have looked at setting back <br />Schaake. In discussion of the setback staff pulled <br />easement documents from our files and the County <br />Surveyor reviewed the information. What we saw was a <br />1947 US Army Corp of Engineers map that ties back to <br />wooden stake beneath a willow tree. There's no way to <br />find the wood stake or willow tree to be found at this time. <br />As we looked at the documentation we believe we have <br />the right to setback the levee, so we went back to the <br />Bureau of Reclamation and asked for the chain of title that <br />they got when they purchased the property. The Bureau of <br />Reclamation stated that they bought the property without a <br />chain of title. We then got into contact with the Real Estate <br />Division of Bureau of Reclamation and asked for a new <br />easement. The response was ok; however, Kittitas County <br />has to do all the survey work to obtain the easement. <br />Unfortunately, staff does not have the time to support this. <br />Discussion was held. <br />411 N.
