Cook <br />RECOMMENDATION: <br />None. <br />BACKGROUND: <br />During the past several months, Public Works has been working various water <br />resource issues: Ringer Loop, Schaake Levee and Lower Yakima. Last week, <br />we took action reallocating $500,000 of the integrated plan money ($988,452) <br />awarded to Ringer Loop. The $500,000 will now go towards high priority habitat <br />acquisitions in the Teanaway. <br />In early October, we completed removal of pavement and Reno blankets along <br />the north -south segment of Ringer Loop Road. We are also finalizing equipment <br />procurement resulting from our November 2015 flood claim with FEMA. We <br />currently have two land acquisitions offers out: Papineau and Sparks. We <br />anticipate those acquisitions will expense approximately $488,452 of integrated <br />plan funds. <br />We have been working for months with US Army Corps of Engineers towards <br />repairing damaged elements of the Schaake Levee. Bureau of Reclamation and <br />US Fish and Wildlife are requesting we consider an alternate repair. The <br />proposal is to set back the damaged levee. We are currently working with all <br />partners to see if a setback repair is possible. <br />Several months ago, we submitted three Floodplain by Design grants: Lower <br />Yakima ($5.1 million); Reecer Creek ($5 million) and Manastash ($500,000). We <br />received notice last week that Lower Yakima is proposed for funding (#11 priority <br />statewide) and falls at about the $50 million mark. Lobbying of the Governor's <br />budget for funding at $70 million is underway. <br />DISCUSSION: <br />We may not successfully close Papineau and Sparks. Our offers have not met <br />with acceptance. Sparks countered and so did we.
