PROJECT NARRATIVE <br />1. Project Description: Describe the scope of work. Indicate the major work involved, including a brief <br />comparison of existing and proposed conditions. <br />This project is to replace the aging roof on the Ellensburg Business Incubator Building. <br />The current roof is the original roof for the building that was built in 198811989. It has <br />developed numerous leaks in various bays of the structure. An inspection was <br />conducted by multiple roofing contractors specializing in flat TPO roof repair and <br />replacement. At this point it is not recommended to repair the roof as it has reached <br />the end of its usable lifespan. If repairs were to be made, they would only be a band <br />aid for a larger problem and only have a life expectancy of 2-5 years with no guarantee <br />that new leaks wouldn't occur. It is recommended that a new roof with a 25-30 year life <br />expectancy be installed. <br />2. Explain the specific Infrastructure issues the project addresses and how they are linked to economic <br />The building was constructed to provide space for start-up businesses at reduced costs <br />during the crucial early years. This business incubator is unique to Ellensburg and Kittitas <br />County as it is continually creating new businesses, a role that is threatened by roof <br />failure. All bays in the facility are currently filled with 9 jobs directly associated with its <br />current operation. Products produced by the tenants are distributed throughout the <br />Northwest and West Coast. We currently have a waiting list for new businesses interested <br />in locating within our facility. Businesses that have graduated from the Incubator and <br />moved into private sector locations they lease or own, account for approximately 100 jobs <br />in Ellensburg and the surrounding area. <br />3.
