Cook <br />December 28, 2015 <br />Floodplain Permitting <br />Direct Staff Solicit for 2016 Floodplain <br />Permitting Support <br />RECOMMENDATION: <br />Direct staff prepares a request for qualifications soliciting for 2016 floodplain <br />permitting support services. <br />BACKGROUND: <br />Public Works Planner III (Christina Wollman) is leaving Public Works for <br />em�playment with Perteet Engineering Inc. Her final working day is December <br />23 , 2015. Staff has met discussing the workload and various technical <br />elements associated with floodplain permitting. While the routine information and <br />permitting process is likely manageable by existing planning staff, the more <br />complicated permits will likely require expertise currently not in the program. <br />Public Works anticipates having sufficient floodplain expertise in the program <br />near the close of QTR 12016. Recognizing the desire for maintaining the high <br />level of service currently in the program, we are requesting the BOCC (Board of <br />County Commissioners) consider soliciting for floodplain permitting support from <br />qualified engineering firms. The request for qualifications will focus on local firms <br />with sufficient experience with local floodplain permitting experience. <br />DISCUSSION: <br />Perteet is opening a local office here in Ellensburg. Ms_ Wollman will be local <br />working out of the new office. The solicitation process is expected to take four <br />weeks. It will likely be mid-April before we have sufficient experience in the <br />program — dealing with the more complicated issues surrounding floodplain <br />development. <br />FISCAL IMPACTS: <br />We anticipate supporting floodplain permitting at $5,000 for 2016. <br />ATTAC H M E NTS: <br />None. <br />Page 1 of 1 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
