<br />10/18/2016 MINUTES 5 <br /> <br /> <br />at 11:15 a.m. <br /> <br />The Board reconvened back into their Agenda Session at 11:30 a.m. <br /> <br />BOARD DISCUSSION/DECISION ITEMS <br /> <br />CLOSED RECORD HEARING BIG CREEK TRAILS CDS <br /> <br />Doc Hansen, Planning Official, explained how the Board of County <br />Commissioners previously brought up a number of issues and concerns <br />relating to the Big Creek Trails PUD application. Information and <br />clarification on proposed conditions were provided by Staff including <br />Mark Cook, Public Works Director and Deputy Prosecutor Neil Caulkins and <br />at the conclusion of the Closed Record Hearing, Staff was directed to <br />prepare enabling documents for the November 1, 2016 Commissioner Agenda. <br /> <br />Commissioner Jewell moved to continue the Closed Record Hearing to <br />November 1, 2016 at 10:00 a.m. in the Commissioners Auditorium, Room <br />109, Kittitas County Courthouse 205 West 5th Avenue Ellenburg, WA to <br />consider enabling documents for the Big Creek Trails PUD, with the <br />changes which were described by the Board. Commissioner Osiadacz <br />seconded. Motion carried 3—0. <br /> <br />CLOSED RECORD MEETING NORTHWEST CHIMPANZEE SANCTUARY CUP CDS <br /> <br />Dusty Pilkington, Staff Planner, reviewed an application for a <br />Conditional Use Permit from John B. Mulcahy for an expansion of the <br />already existing Northwest Chimpanzee Sanctuary, and a new parking <br />facility. The parcel covers the border between the NE and NW quarters <br />of Sec. 11, T19N, R16E, WM in Kittitas County (Assessors Map Number 19- <br />16-11000-0006). He reviewed the Hearing Examiner’s recommended Findings <br />of Fact, Conclusions of Law, Decision and Conditions of Approval. <br /> <br />Commissioner Jewell moved to approve the Northwest Chimpanzee Sanctuary <br />Conditional Use Permit, and to direct Staff to prepare enabling <br />documents for Board consideration. Commissioner Osiadacz seconded. <br />Motion carried 3-0. <br /> <br />MISCELLANEOUS - NONE <br /> <br />EXECUTIVE SESSION - NONE <br /> <br />ADJOURNMENT <br /> <br />Commissioner Jewell moved to adjourn the meeting at 11:58 a.m. <br />Commissioner Osiadacz seconded. Motion carried 3-0. <br /> <br />
