Dept. of Public Works <br />Page 2 <br />LOWER COUNTY SHOP <br />ENVIRONMENTAL SAMPLING: Lower County Shop Environmental Sampling — Mark <br />received an email from the Washington State Department <br />of Ecology regarding soil retesting at the Lower County <br />Shop. Previous to this inquiry the City of Ellensburg <br />contracted with TerraGraphics Environmental Engineering <br />through the Brownfields program to identify potential soil <br />and/or groundwater contamination at the site. A Phase 2 <br />Environmental Site Assessment identified some <br />contamination and called for the installation of groundwater <br />monitoring wells and continued sampling. The depth of the <br />well was drilled at 15 feet, however, the well did not <br />produce groundwater, and therefore no sampling could be <br />conducted. Mark suggested checking the groundwater <br />levels before responding to DOE's request to retest. <br />Board Direction: Check groundwater levels and then contact DOE. <br />PROJECT UPDATES: Luke reported that Via Kachess Road would be closing <br />tonight to start the Lodge Creek culvert replacement. <br />Culvert delivery is scheduled for tomorrow and will work <br />around the WSDOT construction to get it delivered. Staff <br />did received some phone calls saying they were not <br />informed but the Department sent out letters and <br />conducted a meeting at the Homeowner's Association Club <br />House and placed signage. The Forest Service gave <br />approval to improve one of the Forest Service Roads to act <br />as a detour route and one person complained about the <br />state of the road. Staff will meet onsite with the Forest <br />Service next week to discuss the issues. <br />Luke stated that the Mt. Daniels Drive extension was in <br />final design. Letters were sent to the neighboring property <br />owners and staff has received no questions. We were able <br />to preserve some trees and the Lower County Crew will <br />begin brushing the site next week. Staff is waiting for the <br />SEPA approval and he is hoping to get started on October <br />1st. It should be a one (1) to two (2) week project. <br />Luke was able to get WSDOT to review the Westside Road <br />project documents and the STIP updated. Funds should <br />be obligated soon and will be placing a Notice of Call for <br />Bids on Tuesday's agenda for consideration. <br />Silica Road Bridge Plans have been approved and staff is <br />looking at an October 10, 2016 delivery date.
