Mark reported that the Ellensburg Business Development <br />Authority (EBDA) submitted a letter to Public Works <br />requesting the 2017 Sales and Use Tax funding early to do <br />repairs to the incubator building roof they own in the <br />Bowers Field Industrial area. Commissioner Osiadacz <br />suggested that it go before the Conference of Government <br />(COG) for recommendation. Commissioner O'Brien <br />inquired if they asked for emergency funding and Mark <br />replied that they didn't. <br />Board Direction: Place the item on the next Agenda for the COG <br />meeting to make a recommendation to the BOCC. <br />SURPLUS PROPERTY. Mark presented a letter from a citizen that has been <br />attempting to construct a covered storage area at his <br />residence. After hiring a contractor and erecting the <br />structure it was found by Code Enforcement to be in <br />violation of building setbacks. The homeowner removed <br />the structure to avoid enforcement action. After speaking <br />with the previous Public Works Director it was suggested <br />that the homeowner purchase a surplus property adjacent <br />to his parcel. This would allow the setbacks necessary to <br />construct the covered storage area. Currently, the <br />homeowner is maintaining the property and has been for <br />several years. He is now requesting to purchase the <br />property at a reduced price not the current minimum bid as <br />required by the County. <br />Board Direction: The Board agreed not to offer the surplus property at <br />any reduced price. <br />411 N.
