Board of Health Minutes <br />August 18, 2016 <br />2 of 3 <br />o Youth are using this at twice the rate of traditional cigarettes <br />o Vaping is becoming the social norm with youth <br />o Advertising appeals to youth <br />o Nicotine is addictive and toxic <br />o Impairs fetal development <br />o Effects adolescent brain development <br />o They contain cancer causing agents <br />o Research in Kittitas County shows nearly all licensed retailers sell these products <br />o In Kittitas County there are two vape lounges <br />o Health department performed compliance checks, and out of twenty one retailers, one <br />sold to a youth <br />o Survey in community shows vaping in public places is a problem <br />The health department has been working with the Board of Health to modify the Smoking and Vaping <br />Chapter 8.24 to include/add the following: <br />• Definitions for: <br />o Electronic Vapor Devices <br />o Liquid Nicotine <br />o Retail outlet <br />o Primary retail activity <br />• 8.24.030 Owners, lessees to post signs prohibiting smoking and vaping (mirror Washington State <br />Law) <br />o To include vaping on posting signage prohibiting smoking <br />• 8.24.040 Intent of Chapter as applied to certain private workplaces <br />o To include electronic vape devices <br />• 8.24.050 Intentional violation of chapter- Removing, defacing, or destroying required sign -Fine <br />Enforcement <br />o To include vaping in a prohibited area <br />• 8.24.070 Electronic Vaping Devices <br />o No person may use an electronic vapor device in any indoor public place unless the <br />public place is a licensed retail outlet where access by minors is prohibited. In licensed <br />retail outlets where the primary retail activity is the sale and distribution of electronic <br />vapor devices and liquid nicotine, tastings and samplings are permitted within the <br />licensed premises. In licensed retail outlets where access by minors is prohibited, and the <br />primary retail activity is not the sale and distribution of electronic vapor devices and <br />liquid nicotine, any tastings or samplings may only be offered in an enclosed area <br />separated from all other business activity. <br />There were no comments from the board at this time. <br />Public Comment opened at 10:25 am <br />Carin Thomas, resident of Kittitas Countv and Board of Health Advisory Committee member: <br />Ms. Thomas noted her concerns about e -cigarettes, the effects of nicotine and the toxicity and <br />addictiveness. She noted that nicotine is more toxic than strychnine. It has 6.5-13 milligrams per <br />kilogram, which orally is a lethal dose to humans. An accidental ingestion of 6 milligrams may be lethal <br />
