STAFF REPORT <br />STUDY SESSION DATE : August 8, 2016 <br />TOPIC <br />Westside Road and Huntzinger Road <br />HSIP Projects Update <br />ACTION REQUESTED Direct Staff Prepare a Consultant <br />Supplement for Sargent Engineers <br />Supporting the Revised Project <br />Prospectus <br />LEAD STAFF: Mark R. Cook <br />RECOMMENDATION: <br />Direct staff to prepare a supplement to Sargent Engineer's design task order <br />supporting Westside Road re -design. <br />BACKGROUND: <br />Previously Public Works has advised the Board of County Commissioners on our <br />desire re -scoping the federally funded safety projects: Westside Road and <br />Huntzinger Road. The Board may recall that in early spring of this year <br />management discovered that the design consultant had not been made aware of <br />federal project funding despite working on a design re -aligning portions of <br />Westside Road while providing minimal funding for Huntzinger Road. No <br />National Environmental Policy Act (NEPA) review or permitting was done <br />supporting the realignment design effort. <br />The federal funds provide that no County funding match is required if the projects <br />are obligated prior to the end of this federal fiscal year. Recognizing the errors, <br />management immediately re -scoped the project with Sargent Engineers targeting <br />design delivery the end of July 2016. We are currently finalizing the bid package. <br />DISCUSSION: <br />The design and cost estimate for Westside Road is approximately one half of the <br />funding ($300,000 +1-). Knowing substantial funding remains for safety <br />improvements to Huntzinger Road, staff immediately evaluated the feasibility of <br />deploying guardrail improvements to Huntzinger Road. Numerous road <br />segments meet guardrail deployment warrants. We are also aware the PUD <br />No.2 is investing upwards of $30 million in the next several years to recreational <br />improvements to Wanapum Reservoir.
