KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />WORK SESSION STAFF REPORT <br />WORK SESSION DATE: May 9, 2016 <br />TOPIC: Road Improvement Districts <br />ACTION REQUESTED: Authorize DPA Services <br />LEAD STAFF: Mark R. Cook <br />RECOMMENDATION: <br />Authorize Deputy Prosecuting Attorney Services defining the Road Improvement <br />District process for use in Kittitas County. <br />BACKGROUND: <br />During the past year, Public Works has reached out to three separate <br />communities discussing transportation improvements funded by area residents. <br />In all cases, poorly maintained private roads are failing to serve resident needs. <br />Two communities in the Pocket and in Upper County are anxious to proceed. <br />The community using Biltmore Drive has submitted a signed petition to formulate <br />an RID. A second group of owners is requesting support using the resolution <br />and election process to set up an RID. In this case, three owners are using a <br />poorly maintained roadway for parcel access. Two owners desire improving the <br />roadway but the third owner (a commercial use) is refusing to participate. The <br />election process should draw the reluctant third owner in for fair share <br />contribution. <br />A third community in Upper County (Wiehl Road) desires improving Wiehl Road <br />from Red Bridge Road to Loping Lane. The improvement will eliminate the final <br />temporary occupancy permits remaining for a handful of area residents. <br />DISCUSSION: <br />Biltmore has 100 percent commitment and Public Works is scheduling the <br />improvement for the end of the 2016 Chip Seal program. The other Badger <br />Pocket Road is at the end of Upper Badger Pocket Road. The commercial <br />operation is placing numerous trips daily on the road providing access to its <br />employees. Initial discussions with the commercial operator were promising but <br />attitudes have now declined and Public Works has been informed that the <br />operation is refusing to participate.
