❑ Mail notice of date, time, and place of the tinal assessment roll hearing along with <br />information on an owners right to objectthe proposed assessment. The notice must be <br />mailed to all property owners within the RID at least fifteen days before date fixed for <br />hearing. The notice shall state that all objections must be in writing and must be filed <br />with the clerk of the board at or prior to the hearing. This notice will also include the <br />proposed individual parce' assessment along with the parcel number identfier and Iega! <br />description. (RCW 36.88.090) <br />❑ Publish notice of hearing at [east two times in a newspaper of general circulation in the <br />county with the first publication at least fifteen days before the hearing date, <br />(RCW 36.88.090) <br />❑ Siting as a board of equalization, the board conducts assessment roll hearing, considers <br />written objections, and either overrules the protest or modifies assessment based upon <br />the protest information. (RCW 36.88.090) <br />❑ If any assessments are to be raised, a new hearing must be set and notice given by <br />publication and mailing in the same manner as for the original final assessment roll <br />hearing. (RCW 36,88.090) <br />❑ The board adopts a resolution confirming and levying assessments as finally approved. <br />(RCW 36.88.090) <br />❑ Expiration of appeal period ten days after the effective date of the confirming resolution. <br />(RCW 36.88. 100 and 35.44.190 through 35.44.210) <br />❑ The county treasurer pub[[shes (once a week for two weeks in a weekly paper or two <br />consecutive issues of daily paper) and mails (to all property owners) notice that roll is filed <br />for collection. (RCW 36.88.270) <br />❑ Interest free prepayment period expires thirty days after first publication of the county <br />treasurer's notice. (RCW 36.88.270) <br />❑ The board adopts bond -elated resolutions. (RCW 36.88.200 and 36.88.210) (see <br />Chapter 4 for more detailed explanation) <br />❑ Sell bonds at public or private sale.
