TO IAC <br />KITTITAS COUNTY <br />KZTTZTASS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Mark Cook, Director <br />STUDY SESSION MINUTES <br />January 11, 2016 <br />THOSE PRESENT: Gary Berndt, Obie O'Brien, Paul Jewell (BOCC), Mark <br />Cook, Candie Leader (DPW), Doc Hansen, Steph Mifflin, <br />Angela San Filippo, Lindsey Ozbolt (CDS), Brenda Larsen <br />(FM) <br />GUESTS PRESENT: Anna Lael <br />COUNTY ENGINEER <br />DISCUSSION: Mark Cook reported he met with WSDOT Local Programs <br />and Corps. Of Engineers. A Resolution has been <br />prepared for consideration which is required by State Law <br />to have a County Engineer. Completed the check list for <br />CRAB and the last item is to insure a bond is provided. <br />The Resolution is to appoint Mark as Interim County <br />Engineer for a period of 6 months. We have five days to <br />complete the action. Staff was not able to physically <br />inspect the County levees before the previous Engineer <br />left. Mark met with the Levee Program Manager. She <br />suggested that a request be completed to receive <br />assistance in inspection of the levees. <br />Board Direction: No Direction <br />S.T.P. FUNDING DISCUSSION: Mark stated that in preparation for the County Engineer's <br />departure we were fortunate to have a previous employee, <br />Jan 011ivier meet for about an hour going over the STP <br />Funding that gets spread out from WSDOT Local <br />Programs. Background was given on the program. The <br />issue for this year is that the funding is around $60,000 <br />short for the program. We've created a process for a four <br />(4) year look ahead for projects. Adjustments would have <br />to be made to funding for the back log of projects. <br />WSDOT administration is under obligation to get funding <br />spent. We are in good shape with Kittitas Highway until <br />2018 and other jurisdictions are not so fortunate. We may <br />want to reconvene the technical committee and take a look <br />at the process and look ahead. Discussion was held. <br />Board Direction: Meet with the Technical Committee and discuss <br />options. <br />411 N.
