KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 28, 2019 <br />Board members present: Chairman Cory Wright; Vice -Chairman Brett <br />Wachsmith; Commissioner Laura Osiadacz <br />Others: Mark Cook, Candie Leader, Public Works <br />At 1:34 pm Chairman Cory Wright opened the Public Works Study Session.. <br />An additional item for discussion was added under Other Business: <br />Airport Manager Hiring Process <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON KPFF <br />TASK ORDER NO. 17 FOR 2019 BRIDGE INSPECTION SERVICES <br />Mark Cook gave background on the consultant services provided by KPFF <br />explaining the task order for general services terminates on December <br />31, 2019. Mark Cook stated that KPFF has been performing bridges <br />inspections for the past several years supporting Sara Folk. Mark <br />Cook continued that prior to the departure of Sara Folk; she was <br />training the current Traffic Foreman in performing inspections. Mark <br />Cook added that with Sara Folk's departure staff needs to extend the <br />task order to allow sufficient time for the Traffic Foreman to obtain <br />necessary training to do bridge inspections. Discussion was held. <br />Chairman Cory Wright called for a motion to approve Resolution 2019- <br />015 Authorizing Chair Signature on KPFF Task Order No. 17 for 2019 <br />Bridge Inspection Services. Vice -Chairman Brett Wachsmith made a <br />motion to approve Resolution 2019-015 with Commissioner Laura Osiadacz <br />seconded the motion. Motion passed. <br />REQUEST TO APPROVE A RESOLUTION TO RATIFY THE PUBLIC WORKS DIRECTOR'S <br />SIGNATURE ON THE CITY OF ELLENSBURG RINGER LOOP LICENSE AGREEMENT <br />ALLOWING TURN -AROUND CONSTRUCTION AND THE INSTALLATION OF A LOCKING <br />GATE <br />Mark Cook discussed the ongoing issues caused by flooding at Ringer <br />Loop Road. Mark Cook stated that recreation users are bypassing the <br />barricades Public Works has placed to get to the boat ramp to access <br />the Yakima River. Mark Cook continued that a solution is to build a <br />vehicle turn -around and place a road closure gate. Mark Cook added <br />that the gate would be located on some City of Ellensburg property and <br />this agreement allows the placement of the gate. Discussion was held. <br />Chairman Cory Wright called for a motion to approve Resolution 2019- <br />016 Ratifying the Public Works Director's Signature on the City of <br />Ellensburg Ringer Loop License Agreement Allowing Turn -Around <br />Construction and the Installation of a Locking,Gate.
