KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 13, 2019 <br />TOPIC: 2019 Safety Plan <br />ACTION REQUESTED: Direct Staff Prepare a Grant Application far Funding <br />LEAD STAFF: <br />Mark R. Cook <br />RECON MENDATION: <br />Direct that staff prepare a grant application for funding the 2019 Kittitas County Safety Plan <br />in anticipation of board adoption on May 21 a, 2019. <br />BRIEFING SUMMARY: <br />Current pian prioritizes bridge rail retro -fits <br />New funding for Vantage Highway creates safety need (Rural Arterial Program - $1 <br />M) <br />• Staff proposes bundling the RAP money (overlay) with a re -prioritized safety plan <br />targeting rail replacement along Vantage Highway MP 21.25 to MP 27.51 <br />BACKGROUND: <br />In 2017, Kittitas County produced a revolutionary safety plan that significantly departed frarn <br />historic approaches. The State embraced our plan and now it serves as a model statewide. <br />The 2017 plan identifies the need to retro -fit numerous bridge rails and Public Works (PW) <br />has been on track to resubmit the plan requested bridge rail funding. <br />DISCUSSION: <br />On Friday May 3, 2019; PW was noticed of our successful grant funding supporting an <br />asphalt overlay on Vantage Highway (MP 21.25 to MP 27.51). The overlay will render the <br />existing guardrail as non-compIiant (too low). PW is moving forward to repriodtize the 2019 <br />Safety Plan and application in support of Vantage Highway guardrail replacement — <br />complementing the asphalt overlay project. It is likely that the Board will have little time <br />reviewing the plan prior to authorizing the grant submittal and safety plan adoption. <br />FISCAL IMPACTS: <br />In the absence of grant funding, Road Fund reserves will be needed replacing Vantage <br />Highway guardrail. <br />ATTACHMENTS: <br />Exhibit 1: CRAB Notice of Award <br />Exhibit 2: Engineer's Estimate of Cost <br />Pagel of 3 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
