Cook RECON MENDATION: Direct that staff prepare a grant application for funding the 2019 Kittitas County Safety Plan in anticipation of board adoption on May 21 a, 2019. BRIEFING SUMMARY: Current pian prioritizes bridge rail retro -fits New funding for Vantage Highway creates safety need (Rural Arterial Program - $1 M) • Staff proposes bundling the RAP money (overlay) with a re -prioritized safety plan targeting rail replacement along Vantage Highway MP 21.25 to MP 27.51 BACKGROUND: In 2017, Kittitas County produced a revolutionary safety plan that significantly departed frarn historic approaches. The State embraced our plan and now it serves as a model statewide. The 2017 plan identifies the need to retro -fit numerous bridge rails and Public Works (PW) has been on track to resubmit the plan requested bridge rail funding. DISCUSSION: On Friday May 3, 2019; PW was noticed of our successful grant funding supporting an asphalt overlay on Vantage Highway (MP 21.25 to MP 27.51). The overlay will render the existing guardrail as non-compIiant (too low). PW is moving forward to repriodtize the 2019 Safety Plan and application in support of Vantage Highway guardrail replacement — complementing the asphalt overlay project. It is likely that the Board will have little time reviewing the plan prior to authorizing the grant submittal and safety plan adoption. FISCAL IMPACTS: In the absence of grant funding, Road Fund reserves will be needed replacing Vantage Highway guardrail.
