KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM MAY 13, 2019 <br />Board members present: Chairman Cory Wright; Vice --Chairman Brett <br />Wachsmith; Commissioner Laura Osiadacz <br />Others: Mark Cook, Candie Leader, Public Works; Dan Carlson, Lindsey <br />Ozbolt, Calvana Carper, Jessica Miller, Community Development Services <br />and Two (2) Members of the Public <br />At 1:37 pm Chairman Cory Wright opened the Public Works Study Session. <br />Mark Cook requested to remove Item No. 3 - Request to Approve a <br />Resolution Authorizing the Director of Public Works to Authorize a <br />Notice of Call for Bids for the Weihl Road Improvements Project. Mark <br />Cook stated that on Friday staff received comments from Washington <br />State Department of Fish and Wildlife which will require design <br />changes to avoid going out to bid and issuing an addendum to the <br />project. <br />REQUEST TO APPROVE A RESOLUTION TO APPOINT PUBLIC WORKS DIRECTOR TO <br />COUNTY ENGINEER FOR A PERIOD NOT TO EXCEED SIX MONTHS ENDING NOVEMBER <br />13, 2019 <br />Mark Cook stated that Public Works has not had any new applicants for <br />the position of County Engineer and the current six month appointment <br />done by the Board expires on May 23, 2019. Mark Cook continued that <br />the wage range has been adjusted in an attempt to attract applicants. <br />Mark Cook added that the Resolution before the Board for consideration <br />today would extend Interim status to November 13, 2019 and if no <br />additional candidates apply a meeting to discuss reorganization should <br />be had. Chairman Cory Wright called for a motion to approve <br />Resolution 2019-077 to Appoint Public Works Director to County <br />Engineer for a Period Not to Exceed Six Months Ending November 13, <br />2019. Vice -Chairman Brett Wachsmith made a motion to approve with <br />Commissioner Laura Osiadacz seconded the motion. Motion passed. <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC <br />WORKS TO AUTHORIZE A NOTICE OF CALL FOR BIDS FOR THE TEANAWAY ROAD <br />HYDRAULIC IMPROVEMENTS PHASE 1: STORY CREEK CULVERT REPLACEMENT <br />PROJECT <br />Mark Cook gave background on the project stating that this is a <br />Federal project and it is to replace an existing culvert with a fish <br />passage. Mark Cook stated that this is one of two projects with the <br />second project being Lick Creek and Story Creek is scheduled for the <br />2020 construction season.
