KITTITAS COUNTY PUBLIC WORKS STUDY SESSION MINUTES COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG Regular Meeting MONDAY 1:30 PM MAY 13, 2019 Board members present: Chairman Cory Wright; Vice --Chairman Brett Wachsmith; Commissioner Laura Osiadacz Others: Mark Cook, Candie Leader, Public Works; Dan Carlson, Lindsey Ozbolt, Calvana Carper, Jessica Miller, Community Development Services and Two (2) Members of the Public At 1:37 pm Chairman Cory Wright opened the Public Works Study Session. Mark Cook requested to remove Item No. 3 - Request to Approve a Resolution Authorizing the Director of Public Works to Authorize a Notice of Call for Bids for the Weihl Road Improvements Project. Mark Cook stated that on Friday staff received comments from Washington State Department of Fish and Wildlife which will require design changes to avoid going out to bid and issuing an addendum to the project. REQUEST TO APPROVE A RESOLUTION TO APPOINT PUBLIC WORKS DIRECTOR TO COUNTY ENGINEER FOR A PERIOD NOT TO EXCEED SIX MONTHS ENDING NOVEMBER 13, 2019 Mark Cook stated that Public Works has not had any new applicants for the position of County Engineer and the current six month appointment done by the Board expires on May 23, 2019. Mark Cook continued that the wage range has been adjusted in an attempt to attract applicants. Mark Cook added that the Resolution before the Board for consideration today would extend Interim status to November 13, 2019 and if no additional candidates apply a meeting to discuss reorganization should be had. Chairman Cory Wright called for a motion to approve Resolution 2019-077 to Appoint Public Works Director to County Engineer for a Period Not to Exceed Six Months Ending November 13, 2019. Vice -Chairman Brett Wachsmith made a motion to approve with Commissioner Laura Osiadacz seconded the motion. Motion passed. REQUEST TO APPROVE A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO AUTHORIZE A NOTICE OF CALL FOR BIDS FOR THE TEANAWAY ROAD HYDRAULIC IMPROVEMENTS PHASE 1: STORY CREEK CULVERT REPLACEMENT PROJECT Mark Cook gave background on the project stating that this is a Federal project and it is to replace an existing culvert with a fish passage. Mark Cook stated that this is one of two projects with the second project being Lick Creek and Story Creek is scheduled for the 2020 construction season.
