KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 8, 2019 <br />TOPIC: Community Rating System Audit Update <br />ACTION REQUESTED: No Action Requested <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />At the time of audit reporting. acknowledge the efforts of Public Works staff involved in <br />producing audit materials. <br />BRIEFING SUMMARY: <br />• Public Works has completed the required five year audit of Community System <br />Rating (CRS) program performance <br />• PW last updated the Board on June 20, 2019 <br />• Compliance on elevation certificates went from 30 percent to 100 percent <br />• Staff is expecting to rate a seven earning a 15 percent insurance premium <br />reduction for county floodplain residents <br />BACKGROUND: <br />The county participates in FEMA's Community Rating System program earning <br />floodplain insurance reductions for county residents. The county currently is enrolled in <br />the program at level six, earning a twenty percent rate reduction. We are only 35 points <br />into the sixth level that is 500 points deep. A mandatory score of 90 percent compliance <br />on building construction elevation certificates is required to remain in the program. The <br />county scored 30 percent with our initial certificate submittal. <br />DISCUSSION: <br />Working closely with area licensed land surveyors; PW staff earned a 100 percent <br />compliance score on our final elevation certificate submittal. County Surveyor Turnbull <br />and Planner III Hodges were instrumental in achieving the perfect final rating. Planner <br />III Gustafson and Water Resource Manager Thomas worked to finalize the submittal of <br />final audit deliverables. PW will now wait for notice of audit performance. Timeline for <br />adopting the revised Hazard Mitigation Plan and county growth projections will affect the <br />points and final ranking in CRS. PW anticipates dropping from level six to level seven <br />obtaining a 15 percent rate reduction for county residents.
