KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMP
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: September 9, 2019
TOPIC: AirPac Airlines
ACTION REQUESTED: Direct Staff Prepare a Use Agreement with AirPac
Airlines
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct that staff prepare a use agreement with AirPac Airlines for commercial use of
ELN.
BRIEFING SUMMARY:
• United Parcel Service (UPS) is receiving commercial package delivery of air
freight at ELN. The activity is starting up and is expected to continue into the
fixture.
• The County has required use agreements in the past for commercial activities at
ELN.
BACKGROUND:
UPS is now receiving air freight from deliveries from AirPac at ELN. It is assumed that
these deliveries minimize the amount of ground freight to Yakima Airport. The County's
first use agreement for commercial users of ELN was with IASSCO Flight Training; the
previous Central Washington University flight training contractor. The fee was based on
intensity of use for runway and ramp operations.
DISCUSSION:
Requiring a use agreement with AirPac is consistent with past practice at ELN. Staff
proposes verifying intensity of flight operations with AirPac and developing a use
agreement and annual fee with AirPac.
FISCAL IMPACTS:
Commercial flight operations generate additional wear and tear on all pavement surfaces
at ELN. Mitigating for use is one potential cost recovery mechanism offsetting the
additional maintenance demand cost.
ATTACHMENTS:
None.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
