Cook <br />RECOMMENDATION: <br />Direct that staff prepare a use agreement with AirPac Airlines for commercial use of <br />ELN. <br />BRIEFING SUMMARY: <br />• United Parcel Service (UPS) is receiving commercial package delivery of air <br />freight at ELN. The activity is starting up and is expected to continue into the <br />fixture. <br />• The County has required use agreements in the past for commercial activities at <br />ELN. <br />BACKGROUND: <br />UPS is now receiving air freight from deliveries from AirPac at ELN. It is assumed that <br />these deliveries minimize the amount of ground freight to Yakima Airport. The County's <br />first use agreement for commercial users of ELN was with IASSCO Flight Training; the <br />previous Central Washington University flight training contractor. The fee was based on <br />intensity of use for runway and ramp operations. <br />DISCUSSION: <br />Requiring a use agreement with AirPac is consistent with past practice at ELN. Staff <br />proposes verifying intensity of flight operations with AirPac and developing a use <br />agreement and annual fee with AirPac. <br />FISCAL IMPACTS: <br />Commercial flight operations generate additional wear and tear on all pavement surfaces <br />at ELN.
