KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS STUDY SESSION STAFF REPORT STUDY SESSION DATE: September 09, 2019 TOPIC: ELN Task Order Contract Award ACTION REQUESTED: Acknowledge Public Works Decision Awarding a Task Order Contract for Engineering and Planning Services at ELN to Century West Engineering LEAD STAFF: Mark R. Cook RECOMMENDATION: Acknowledge Public Works decision awarding a task order contract for engineering and planning services at Bowers Field to Century West Engineering. BRIEFING SUMMARY: • Solicitation for engineering and planning services at ELN resulted in three firms selected to interview • Interviews were conducted with: JUB, W11 Pacific and Century West Engineering • The interview team consisted of: Public Works Director/Airport Manager, Administrative Assistant, the Director of Community Development Services and the Chair of the Airport Advisory Committee • Three review committee members agreed on Century West with one member preferring JUB BACKGROUND: Public Works solicited for task order contracting of ELN engineering and planning services in June 2019. Review of submittal materials identified three reviewers with three separate selections. Following a discussion with the Board of County Commissioners, the Chair of the Advisory Committee was added to the final interview committee. DISCUSSION: Following interviews during the week of August 19 — 23, staff all selected Century West Engineering for a Task Order contract (2019 — 2022). The Chair of the Advisory Committee selected JUB for the task order contract. FISCAL IMPACTS: Individual tasks are negotiated within the contract for cost. Task Orders exceeding $50,000 are brought to the Board of County Commissioners for approval consideration. ATTACHMENTS: None.
