KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM SEPTEMBER 9, 2019 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith, Commissioner Laura Osiadacz <br />Others: Mark Cook and Candie Leader, Public Works; Calvana Carper, Dan <br />Carlson, Pat Nicholson, Ryan McAllister, Community Development <br />Services and Zero (0) Members of the Public <br />At 1:50 pm Chairman Cory Wright opened the Public Works Study Session. <br />No additional items were added to the agenda. <br />REQUEST TO APPROVE A RESOLUTION AWARDING THE DESIGN AND ENVIRONMENTAL <br />PERMITTING CONTRACT FOR THE VANTAGE HIGHWAY COLEMAN CREEK CULVERT <br />REPLACEMENT PROJECT TO KPG AND AUTHORIZE THE DIRECTOR OF PUBLIC WORKS <br />TO NEGOTIATE A SCOPE OF WORK AND SIGN SAID REQUIRED LOCAL AGENCY <br />AGREEMENT <br />Mark Cook presented the resolution for consideration and gave <br />background on the project stating that this is a fish barrier removal <br />project and staff worked with Washington State Department of Fish and <br />Wildlife (WDFW) on design. Mark Cook continued that the project was <br />nominated for funding and 1.5 million dollars was awarded. Mark Cook <br />added that three (3) firms responded to the solicitation and staff is <br />recommending award to KPG. Vice -Chairman Brett Wachsmith made a <br />motion to approve Resolution 2019-141 Awarding the Design and <br />Environmental Permitting Contract for the Vantage Highway Coleman <br />Creek Culvert Replacement Project to KPG and Authorize the Director of <br />Public Works to Negotiate Scope of Work and Sign said required Local <br />Agency Agreement. Commissioner Laura Osiadacz seconded the motion. <br />Motion passed 3-0. <br />BOWERS FIELD ENGINEERING AND PLANNING SERVICES CONTRACT AWARD <br />Mark Cook stated that staff recently solicited for Engineering and <br />Planning Services for Bowers Field and received four (4) responses. <br />Mark Cook continued that three (3) members of county staff reviewed <br />the submittals and three (3) interviews were conducted. Mark Cook <br />added that after interviewing the three (3) firms, one (1) member of <br />the interview team selected JUB and the other three (3) selected <br />Century West. Discussion was held. Vice -Chairman Brett Wachsmith <br />made a motion to direct staff to prepare enabling documents to award <br />Bowers Field Engineering and Planning Services Contract to Century <br />West. Commissioner Laura Osiadacz seconded the motion. Motion passed <br />3-0. <br />2019-09-09 MINUTES <br />
