09/03/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. SEPTEMBER 3, 2019 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lindsey Ozbolt, Planning <br />Official; Chelsea Benner, Staff Planner; Candie Leader, <br />Administrative Assistant and 2 members of the public. <br /> PUBLIC HEARING SUNCADIA PHASE 3 DIVISION 15 & 16 CDS <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the <br />Suncadia Phase 3, Divisions 15 and 16 Preliminary Plat (LP-19- <br />00002). <br /> LINDSEY OZBOLT, PLANNING OFFICIAL provided the history of the <br />proposal and the Public Hearing process. CHELSEA BENNER, STAFF PLANNER reviewed the Suncadia Phase 3 Divisions 15 & 16 Preliminary <br />Plat application which included the site information; administrative <br />review; Comprehensive Plan; environmental review; agency and public <br />comments; project analysis; and recommendation with suggested <br />Findings of Fact, Conclusions, and Conditions of Approval. <br /> STEVE LATHROP, ATTORNEY REPRESENTING SUNCADIA said he concurred with <br />Staff’s recommendations. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> COMMISSIONER WACHSMITH moved to approve the Suncadia Division Phase <br />3, Divisions 15 & 16 Preliminary Plat (LP-19-00002) and to direct <br />Staff to prepare enabling documents. COMMISISONER OSIADACZ <br />seconded. Motion carried 3-0. <br /> PUBLIC HEARING SPEED LIMIT – TANEUM ROAD EAST PUBLIC WORKS <br />At 2:06 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />Speed Reduction on Taneum Road East and to Amend the Kittitas County <br />Code Section 10.08.020 and Section 10.08.030 Speed Limits. <br /> CANDIE LEADER, ADMINISTRATIVE ASSISTANT provided a Staff Report and <br />explained the Public Works Department had conducted 2 speed studies <br />in April and July of 2019. She said the results of the speed <br />studies do not appear to be supported and the Engineer recommends <br />leaving the speed limit at 50 MPH.
