Cook <br />RECOMMENDATION: <br />Direct staff on evaluating grant funding options for constructing funding the signal. <br />BRIEFING SUMMARY: <br />• Roundabout contribution in 2016 for approximately $445,000 ($228,765 <br />final cost - EXHIBIT 1). <br />• University Way bridge repairs cost $239,116. <br />• Public Works (PW) is currently designing a traffic signal for the <br />University Way/Reecer Creek Road intersection ($149,000 is allocated for <br />design). <br />• Project website is live. <br />• Design is on schedule. <br />• Recent City approvals of area land use no force construction of the signal <br />prior to solid waste transfer station construction. <br />BACKGROUND: <br />In 2016, PW stepped in to fund the remainder of the roundabout at the intersection of <br />Dollar Way/University Way. As a condition of financial support, PW secured a <br />commitment from the City of Ellensburg to annex Currier Creek Estates and University <br />Way. In 2017, PW designed improvements to the University Way Bridge over BNSF <br />railroad. The improvements were constructed in 2018 for a cost of $239,116. <br />Recently, the City approved a truck fueling facility on Dollar Way that furthers degrades <br />the service level of the intersection (University/Reecer). Now Solid Waste and PW <br />propose collocating and the traffic impact forecasts further deterioration of intersection <br />service level. <br />DISCUSSION: <br />The estimated cost to construct the signal at University and Reecer is approximately <br />$500,000.
